出口价格是指在正常贸易中一国向另一国出口的某一产品的价格，即出口经营者将产品出售给进口经营者的价格。出口价格的确定一般有3种方法：
（1）进口产品有实际支付或应付价格的，以该价格为出口价格。
（2）进口产品没有实际支付或应付价格的，或者进口价格不能确定，或者由于出口商或者第三者之间的联合或补偿性安排而使出口价格不可靠的，则出口价格可以在进口产品首次转售给独立购买人的价格的基础上推定。
（3）如果被调查产品为专售给一个独立购买人或未按进口时的状态转售，则进口价格可在主管机关确定的合理基础上推定。
