The modeling builds 3 kinds of scenarios according to water resource restriction,namely,the model is carried out under the conditions of available water resources of 18×108 m3,26.

The allocation of water use right based on available water resources,namely water right allocation,belongs to water resources allocation for the programming phase.

Water pollution caused by human factors leads to the decreasing of available water resources and the function declining of water bodies,like rivers,lakes or reservoirs.

Results show that the annual trend of temperature is rising but rainfall is declining,and climate change results in the potential evaporation increase and the available water resources decrease.

When making protective strategies for sustainable utilization of resources in constructing eco-city,the quantity of resources and the conflict between resource conditions and development of urban society and economy should be considered synthetically.

Based on the target of ecological province, the meaning of ecological province is analyzed, the assessment objects and content on sustainable utilization of resources in the field of building an ecological province are elaborated, the structural model and the principle of selecting indicators are discussed.

According to the study of Rana chaochiaoensis in Humashan of Kunming, it showed that available food resources of the environment included Insecta and Arachnoidea of Arthropoda as the major elements, of which Insecta mainly contained Diptera, Orthoptera, Coleoptera, Homoptera, Hemiptera, Hymenoptera, Lepidoptera and etc.
