熟悉俄罗斯bg-15型榴弹发射器的人一看到这种保加利亚rg-25霰弹枪，就知道它来自bg-15。rg-25型霰弹枪所用材料和尺寸与俄罗斯bg-15一模一样，它的结构就是对bg-15的“克隆”。两者的不同主要在简易瞄准具上，bg-15的射程有420米，而rg-25是400米。
rg-25型霰弹枪由5.56毫米aks-n半自动步枪和霰弹发射器组成。霰弹发射器紧贴步枪前托固定于枪匣下方，部分发射管被u形瞄具座包络，发射管后面是发射机构。它像步枪前部下挂枪，所以保加利亚人叫它枪挂式霰弹发射器。rg-25型霰弹枪重6.6公斤，不发射时有前重后轻之感，但发射时比较舒服。
它的发射管口径40毫米，原是发射榴弹用的。为能发射较小的12号霰弹，保加利亚人研制出了一种外包弹，外包弹里装霰弹，这样可提高射击的可靠性。外形像榴弹的外包弹用铝材料做弹体，弹膛与一根长101毫米的钢制衬管连成一体。发射时射手先将霰弹装入外包弹中，接着将这外包弹压入发射管发射。
rg-25型霰弹枪系统中的aks-n型半自动步枪必要时可发射步枪子弹，这使rg-25可一枪两用。但rg-25型霰弹枪主要用于治安。它在对付犯罪分子和防暴中是具有威胁性的武器。它还能发射照明弹和非致命橡胶弹。
