图书馆为残疾人提供的特殊服务。残疾人通常包括盲人、聋哑人、伤残人、病人和弱智者，他们在使用文献的类型和使用手段及方式上与正常读者不同。为此许多国家都设有专门的残疾人图书馆，或在公共图书馆设立残疾读者服务部门，为残疾人提供特殊服务。比如为盲人提供盲文出版物和收听有声资料的设备；为弱视者提供放大阅读器和大字本图书；为他们个别或集体地提供朗读服务；为聋哑人配备懂手语的工作人员，提供手语读物；为不便到馆的残疾人和医院病人送书上门；利用流动图书车把图书直接送到残疾人生活和工作的地点；通过邮局把图书寄给残疾人等。
为了更好地为残疾人服务，图书馆通常需要提供必要的条件保证，如提供残疾人特殊需要的设施 (自动门、专用电梯、轮椅道等(见彩图),和设备(放大阅读器、 音像录放设备等 )，配备经过特殊培训的人员，建立全国性的合作服务网络等。政府拨款和社会各界的资助是开展好这一特殊服务的有力保证。
