[解释]:  核弹头威力以百万吨梯恩梯当量为单位计量的数值的三分之二次方与质量的比值,是衡量核弹设计水平的概略指标——比威力指标的进一步补充和发展。随着核武器的小型化,多弹头技术的发展,对威力较大的单弹头与多弹头母舱中威力较小的子弹头的设计水平进行比较时,用比威力衡量就存在较大缺陷。因为从核武破器坏效果来考虑,核爆炸冲击波对面目标(例如,地面上的人和建筑物)的破坏效果不是与威力成正比,而是与以一定单位计量威力的数值的三分之二次方成比例。也就是说,某一高威力核武器的威力是另一低威力核武器的X倍,而它的破坏面目标能力是达不到另一低威力核武器的X倍的。J.B.华尔希引入了“等效百万吨数”的概念,等效百万吨数=[威力百万吨梯恩梯当量]。由此引入的“比等效百万吨数”可作为衡量不同威力核弹设计水平的概略指标。
