简目按民国三十八年(1949)三月以前的省、市、县行政区排列，共收入 22 个省、市的重要古建筑和石窟、雕塑等文物465处,并加注了文物建筑的详细所在地、文物的性质种类 (例如：佛寺、道观、陵墓、桥梁......)、文物的创建或重修年代以及文物的价值和特殊意义，条理分明，简明扼要，便于查阅。
为了对特殊重要的文物建筑加强保护，简目将文物建筑分为 4级，以圆圈作标志，用圈数多少表示其重要性。此种分级对待的原则为后来文物分级管理的办法提供了先例。
编此简目的主要目的是供中国人民解放军作战及接管时，保护文物建筑之用。1949年 3月，解放军全面进军前，该书以手刻油印本首次发至军中，1949年 6月由华北高等教育委员会图书文物处再次铅印发行。1950年5 月又由中央人民政府文化部文物局再次印行，普遍发给全国各级政府，在以后各省、市、自治区的文物普查和文物保护单位评定等级中起了积极的作用。
