This paper analyzes the development situation of China’s urban library,puts forward the development mode of urban library network of the main library,district-based branch libraries and community libraries,and points out that this mode need to get governmental attention and legal guarantee.

Taking the implementation strategies,process and results of urban library service system in Dongguan as an example,this paper discusses the theory of management of cluster of libraries and the realizing ways of central and branch libraries,which aims at providing references for the service system development of the urban libraries.

The present situation of city community library in our country can not meet the need of modern urban development process.
