在砂子中加上适量的水，使水泥颗粒粘结在砂子表面，形成低水灰比的净浆薄壳，用以提高混凝土或砂浆强度的方法,简称SEC施工法。该法多用于隧洞、地下厂房的喷混凝土衬砌或与锚杆支护联合用以加固洞室围岩。日本于20世纪70年代开始研究此法并应用于世界著名的日本青函海底隧道。中国山东省水利科学研究所1980年开始研究应用水泥裹砂法。以后在渔子溪二级水电站引水隧洞施工中，水泥裹砂法得到进一步完善，发展了双裹并列法、潮料掺浆法工艺，并改进速凝剂的掺法和调整部分施工工艺,基本实现了设备配套,其技术经济指标达到先进水平。水泥裹砂喷混凝土的工艺流程（见图）为将砂子调湿到一定含水率，加入全部用量的水泥，经裹砂机搅拌，使砂粒外面包裹一层低水灰比的水泥浆壳,继而加入拌和用水与减水剂,形成SEC砂浆。此种砂浆易于泵送，水灰比稳定,与干式骨料混合时在喷嘴处无需另加水，因此喷射混凝土的质量稳定。
这种施工方法与干喷混凝土相比，具有回弹率小、粉尘含量低、 工效高、 混凝土强度高、表面光滑平整、均匀性好等优点，可以节约大量水泥，降低成本约20％以上，还可改善工作环境，对工人的劳动保护起到良好的作用。
