所谓开放式加外向型经济发展模式，是指我国在改革开放初期，面对外汇稀缺供给不足，企业竞争力弱等情况，我国政府从扩大对外开放入手，积极吸引外资，发展对外贸易的出口。如果将中国政府积极引导和全力支持企业发展对外出口带动经济增长，是参考了日本经验的话，那么以对外开放政策积极吸引外资，则是参考了台湾地区、东南亚国家的经验。可以说利用外资、出口导向和加工贸易三大支柱政策，就是我国发展经济模式最主要的特征。但时过境迁，如今我国经济发展形势已与1980年代有了根本不同，我国利用外资、出口规模和外汇储备，均已位居世界前列，我国实行开放式加外向型经济模式，已完成历史使命，已到了政策调整时期。
