在对中国城市化进程趋势与特征分析和对中国三大经济区发展现状分析的基础上,提出了在三大经济区内发展作为交通基础设施的城际铁路的必要性,通过实际案例分析,用信息扩散模型对广深城际铁路的客流分担率进行了实际研究,证明了采用公交化开行的城际列车是适应区内经济发展和旅客运输需要的一种有效运输方式;同时,对在发达经济区发展城际铁路的准入条件进行了分析,而且对循序渐进地发展城际铁路提出了相关政策建议。

Based on analyzing the concepts of intercity railroad, two development patterns of intercity railroad are proposed: the pattern of passenger special line in crossing economic zone and the patterns of mass transit type intercity railroad within developed economic zone.
在对城际铁路的基本概念分析的基础上,提出了适合中国国情的城际铁路发展的两种模式:跨经济区的客运专线模式和发达经济区内按公交化开行的模式,同时采用系统工程和运输经济的原理,提出并建立了城际铁路系统建设的条件评价方法和步骤,最后提出了发展城际铁路的相关对策。

This paper puts forward a fuzzy mathematics method of information diffusion to estimate the distributing rates of the intercity railroad passenger flows.
采用信息扩散的模糊数学方法对城际铁路客流分担率进行估计,其结果同实际情况相当吻合,从而丰富了客流分担率估计的方法。

为了适应城市和铁路建设持续发展的需要 ,预防城市和铁路规划建设项目中铁路噪声的污染 ,总结了在城市铁路规划中应遵守的控制铁路噪声对环境影响的一些基本原则 ,可供规划和设计时参考。
补充资料：城市总体规划与国土规划、区域规划的关系
国土规划、区域规划、城市总体规划是在不同层次、涉及不同地域范围的发展规划。国土规划、区域规划、城市总体规划组成一个完整的规划系列，国土规划和区域规划应当是城市总体规划的重要依据。而全国和区域性的江河流域、土地利用等专业规划则是国土和区域规划的重要组成部分，城市土地利用规划又是城市总体规划的重要组成部分。
我国的国土规划、区域规划以及江河流域规划、区域性土地利用总体规划等工作起步较晚，目前正在有计划、有重点地逐步展开，还没有法定的审批程序和审批成果。而全国绝大多数城市总体规划已经各级政府按法定程序审批，并在不断完善和深化，在实际工作中存在着相互联系和交叉的情况，因此本法原则确定应当相互协调的关系是必要的。
