投资项目备案制：是指企业投资建设不使用政府性资金的非重大项目和非限制类项目，由企业按照属地原则向地方政府投资主管部门备案后，依法办理环境保护、土地使用、资金利用、安全生产、城市规划等许可手续。其后，企业即可自行组织建设。企业报送备案的项目，除不符合法律法规有关规定、产业政策禁止发展、需报政府核准或审批的之外，地方政府投资主管部门应当予以备案。
