现代哈萨克族诗人。新疆阿勒泰县人。出身贫牧家庭,10岁入乡村宗教学校读书,15岁时失去双亲，辍学当牧工，并向民间歌手学唱民歌。1933年经过短期学习任乡村教师，且以唱民歌、讲故事著称。1935年后，先后当过《阿勒泰报》和《启明星》月刊的排字工，并从事诗歌创作。1937年开始，陆续发表了《让妄图吞没地球的日寇漂在自己的血泊中归去》、《两位大力士》、《迷路的熊》、《城乡小伙子对唱》和《马勒比卡传》等抒情短诗和叙事长诗。这些作品抨击了旧时代的罪恶，呼唤光明与自由的来临。
中华人民共和国成立初期，阿斯哈尔曾发表了话剧《从奴役中解放出来的人》和数十首短诗，以后被迫停止创作。1976年以来，先后出版的作品有《阿尔卡勒克英雄》、《毡房顶金色的天窗》等叙事长诗，以及《共产党──幸福的太阳》、《对死神的答复》、《誓言》等数十首抒情诗篇。
