指为形成综合生产能力（效益）而同时进行的相关工程项目的建设。包括：①工程项目的主体项目与外部配套项目之间的同步，如电厂建设与供应燃料的煤矿建设、运送煤炭的铁路专用线或专用港口建设的同步；②一个工程项目的主体项目与辅助项目之间的同步，如电厂的发电机车间建设与输、变电所建设之间的同步。随着现代科学技术的进步,生产专业化日益发展,在建设一个现代化的生产性建设项目的同时，要考虑原材料、燃料、动力、零配件、交通运输等能否满足新增生产能力或发挥效益的需要。只有主体项目与相关辅助项目协调建设，配套建成，才能使工程项目形成综合生产能力或效益。建设不同步，项目不配套，不仅不能为社会创造财富，而且还要长期支付已建工程的维护和管理等费用开支，造成人力、物力、财力的重大浪费。搞好同步建设，一要在编制基本建设计划时，作好综合平衡，按形成综合生产能力的要求，以主体工程项目为核心，同时安排和落实上下左右相关的辅助工程项目的投资、勘察设计、施工力量、材料设备供应等。二要按工程项目投产的先后顺序组织施工，正确处理好项目之间的时间与空间关系，既做到同步建设，又做到合理施工、配套建成，发挥投资效益。
