shuili gongeheng yunyong biaozhun水利工程运用标准(operation eriterionof water projeet)水利工程安全运用的洪水标准。一般采用一定重现期的设计洪水或可能最大洪水作为洪水标准，也有少数水利工程用某一实际出现过的特大洪水或这类洪水乘以某一放大系数作为运用标准。水利工程的运用标准，标志其安全情况，与工程规模、效益、影响及国民经济的发展水平有直接的关系。一般来说，抓模大、效益大、失事后对国民经济及人民生命财产危害大的工程，其运用标准要求高，即所采用的设计洪水重现期长;反之，其运用标准相对较低，即所采用的设计洪水重现期相对较短。水利工程运用标准的确定与原设计所采用的设计标准有直接关系。中国1978年颁布的《水利水电枢纽工程等级划分及设计标准》(山区、丘陵区部分)中规定了山区、丘陵区水利工程的设计洪水标准。随着国民经济的不断发展，水利工程的运用标准还将逐步提高。 在水利工程运行中实际采用的运用标准，应区别不同情况。①若工程已按设计完成并运行正常，一般即可以工程设计所用标准作为运用标准;②若工程受到地质、施工等方面条件限制，不能按设计标准正常运用，允许最高水位不能达到原设计的洪水位，则运用标准实际上就将比设计降低;③若由于洪水系列资料的加长或发生特大洪水后进行洪水复核，发现水文统计参数及设计洪水有较大变化，则应进行标准复核，确定实际能达到的运用标准。对于运用标准未达到规范要求的水利工程，原则上应进行整险加固及其他旨在提高运用标准的工程措施，使之符合规范要求。在整险加固工程未全部完成前，应作出降低运用标准的分析论证，并报上级主管部门审批。 (谭培伦蒋光明)
