1926年3月18日，蒋介石指使亲信传达命令，调中山舰到黄埔待命。当中山舰抵黄埔后，国民党右派分子即散布谣言，说海军局代理局长李之龙(共产党员)擅调中山舰至黄埔“阴谋暴动”。3月20日，蒋以此为借口，实行戒严，扣留中山舰，逮捕李之龙等，并派兵包围省港罢工委员会，拘捕黄埔军校和国民革命军第一军中的全体共产党员。时称“三·二事件”。由于中共中央主要领导人陈独秀、张国焘妥协退让，使蒋的阴谋得以实现。
