噪声污染属于感觉公害，它与人们的主观意愿有关，与人们的生活状态有关，因而它具有与其他公害不同的特点。
1.环境噪声污染的来源
城市环境噪声主要是由运行中的各种工业设备产品噪声以及人群活动噪声向周围生活环境辐射而产生。在工业生产活动中使用固定机械设备产生工业噪声，在建筑施工过程中产生建筑施工噪声，各种交通工具运行产生交通运输噪声，除此而外，还有各种人为活动产生的社会生活噪声。据近年的统计，在影响城市环境的各种噪声来源中，工业噪声来源比例约占8%~10%；建筑施工噪声影响范围在5%左右，因施工机械运行噪声较高，施工时间不加控制，近年来扰民现象较频繁；交通噪声影响比例将近30%，因交通工具运行噪声大，又直接向环境辐射，对生活环境干扰最大；社会生活噪声影响面最广，已经达到城市范围47%，是干扰生活环境的主要噪声污染源。
2. 噪声的防治
构成噪声污染有声源、声音传播途径与接收者二要素，控制噪声污染可从这二方面着手：降低声源噪声；在传播途径上控制噪声。
