A Study on Characteristics and Solutions to Sustainable Development of Scenic Resources in Beijing;

In the process of protecting and utilizing scenic resources,it is hardly to find out objective standards guiding the balance between protection and utilization and the absence of interconnection and interaction between planning and managing is quite common.

However, such institutional factors as ideological restraint, absence of proprietor, low efficiency of running system and imperfection of legal system have reduced the efficiency of market allocation of scenic resources.

At present,the juridical corpus of our scenery resources property rights(SRPR)is single.

Focus on analyzing the problems of the scenery resources development in China from the institutional aspect,that is,nondifferentiation among property rights,management rights and running rights,imperspicuity of property rights and some jural vaccum about property rights of scenery resources,and predict its developing trend.

Yanshan eight sceneries” is the general designation of eight scenic spots of Beijing.

This article take three aspects as a breakthrough point,how to establish the science the resource appraisal system,how can the perfect special operational policy measures system plan content as well as from the scenic spot area system’s nature,the information stratification plane control,guaranteed that the scenic spot area sustainable development.

As the tourist industry is developing so fast,translation of scenic areas from Chinese into English has become the most important task.
