| 防洪非工程措施 non-structural flood control measures 应用政策、法令、经济手段和除兴修工程以外的其他技术，以减小洪灾损失的办法。又称非工程防洪措施。主要包括：①洪泛区管理。在洪泛区内根据受洪水威胁的程度分区，或允许开发，或限制开发，或严禁开发；对易淹区内建筑物的结构、基础高度及物资储放等给予规定；保持行洪和滞洪区的功能等。②实行洪水保险。③建立洪水预报警报系统，及时预报，争取时间，减小洪灾损失。④对超标准洪水制定居民紧急撤离计划和对策。⑤救灾。筹措资金进行救济，以安定居民生活，稳定社会秩序，恢复经济。由于洪水的发生及其量值都有随机性，单纯靠工程防洪既不经济，又不完善，所以防洪非工程措施逐渐形成发展，并受到重视。 |
