anquan shengehon guanll安全生产管理(management of safety pro-duction)为找出工业企业生产劳动过程中由于人、物、环境的相互影响而产生的不安全因素，揭示其存在的本质和规律，减少和消除伤亡事故、职业病及其他危害，保障劳动者的安全与健康，保护国家财产不受损失，促使生产发展而进行的综合性工作。安全生产管理是企业管理的重要组成部分，安全生产管理工作的好坏将决定企业的生存和发展。安全生产管理涉及多门学科，本身也是一门跨自然科学和社会科学的综合性边缘学科。 沿革安全生产管理是随着生产的发展而发展的。在生产工具简单，生产劳动过程中的危险靠劳动者自身能力去预防的古代，也采取了安全防护措施。中国湖北的铜录山古矿冶遗址中，地下开采早在春秋战国时期就已采用井框支架、充填支护、自然通风、照明、排水等防护措施。明崇祯十年(1637年)宋应星编著的《天工开物》中，记载了:“··一初见煤端时，毒气灼人，有将巨竹凿去中节，尖锐其末，插人炭中，其毒烟从竹中透上，……”这是采煤时排放瓦斯的情景。18世纪中叶，蒸汽机出现，英国开始产业革命。生产工具的改进，机器生产代替了手工操作，带来了较多的伤亡事故和职业病。人们开始认识到必须采取安全防护措施，才能保障工业生产的顺利进行。从19世纪初到20世纪初，蒸汽锅炉爆炸事故仅美国就发生了万余次，死亡人数超过万人，不仅引起社会舆论的不满，也给工厂带来很大的损失。在锅炉上安装安全阀、压力表和水位计等安全防护装置，被广泛地使用。电的应用，出现了保护性接地。 19世纪末，德国人威廉·康拉德(Wilhelm Kon-rad)和法国人居里(Pierre Curie)和居里夫人(MarieC盯ie)先后发现了伦琴射线和针、镭两种天然放射性元素。至20世纪初，在从事物理、化学和开采加工等作业的操作人员中出现了放射性危害。于是，铅制或混凝土制的防护屏蔽装置问世。随着核能的开发利用，相应地出现了核防护安全措施。 184。年，英国伦敦制定了对飞轮和传动轮加强防护的安全法;1866年，美国成立了机械工程学会(ASME)，1 915年制定了世界上最早版本的受压容器结构标准;1917年，日本创立了“安全第一”协会，并发行了《安全第一》杂志，1919年开展了“安全周活动”。 安全生产管理的方法有传统安全管理法和现代安全管理法两种。 传统安全管理法即用传统的方法对安全生产进行管理。所谓传统的方法，是相对于现代的方法而言的，包括组织措施、技术措施、规章制度、监督检查、宣传教育等。
