农业是关系到一国的粮食安全、生产结构、就业等诸多方面的重要产业部门，因而世界各国都对农产品的国际贸易非常重视，并采取各种措施对本国农业生产和贸易施加保护。乌拉圭回合多边贸易谈判中，《农产品协议》的达成并通过使长期游离于贸易自由化进程之外的农产品贸易第一次被纳入多边贸易自由化规则之中。《农产品协议》的内容主要包括以下几个部分：农产品市场准入的承诺、削减农产品生产补贴的承诺、削减农产品出口补贴的承诺、出口禁止与限制、免于起诉的规定、减让进程的评审等。
