Through the analysing of the regulation on the civil rights under the usage of video security guard monitoring system from the domestic and foreign legislation and prejudication,the author puts forward the basic principles on the legal standardization: common rights precedence, legal authority and proper administrating,aims at offering referrence on the present legislation and law executing.
