第五个五年计划（1976年—1985年）
1975年，中共中央制定了《1976-1985年发展国民经济十年规划纲要(草案)》，安排了“五五”计划。
“五五”计划提出后三年(1978-1980)，建立独立的比较完整的工业体系和国民经济体系。1978年3月，又修订了十年发展纲要，要求到1985年钢产量达到6000万吨，石油达到2.5亿吨，国家计划新建和续建120个大型项目，其中10个大型钢铁基地，9个有色金属基地，8个煤炭基地，10个大油气田等等。从1978年到1985年，基本建设投资相当于过去28年的总和，每年要投资700亿元，超出了实际可能，违反了经济发展规律。因此，十一届三中全会后不久，中央就对此作了修正。
