1．编制城镇体系规划是城市规划工作序列中不可缺少的重要环节。
随着我国经济和社会的稳步发展，会有越来越多的人口转向第二、第三产业，转向城市，也就是说，在我国的工业化、现代化过程中，城市化水平将不断提高。在新的历史条件下，根据“严格控制大城市规模，合理发展中等城市和小城市”的方针，拟定符合我国国情、符合各省、自治区、直辖市实际的城市化进程和目标，逐步形成合理的城镇体系，是引导生产力和人口合理分布，落实我国经济、社会发展战略的一项重要基础工作。城市的发展不是孤立的，在很大程度上受周围城市以及区域发展的影响和制约。因此，城镇体系规划不仅是指导城市规划编制的重要依据，也是国家设置市、镇建制和调整、变更行政区划的重要参考。
此外，城镇体系规划还是正确引导、合理控制各项城市基础设施和公共设施的规模与标准，避免重复建设、盲目发展的重要手段。
2。组织编制全国和各省、自治区、直辖市城镇体系规划，是国务院城市规划行政主管部门和各省、自治区、直辖市人民政府的一项重要职责。
把组织编制城镇体系规划作为政府的一项重要职责，主要是考虑到该项工作所具有的综合性、区域性和宏观指导作用。城镇体系是社会经济发展的空间表现形式，是政府对全国和省域经济社会发展实行宏观调控与引导的重要手段，它又涉及政治、经济、社会的广泛领域和许多部门，需要政府来组织并进行有效的综合、协调。
全国和省(自治区、直辖市)域城镇体系规划首先要在确定全国和省(自治区、直辖市十的经济社会发展战略的基础上，对产业结构的变化及城市化水平进行预测与规划；第二要根据生产力和区域交通运输网的发展，对城镇的规模及其分布进行预测与规划；第三要分析全国和省域各级中心城市的影响范围，并确定各中心城市的职能及发展方向；第四要在分析各城镇历史改革及发展条件的基础上，规划新设置市、镇的数量；第五要提出近期宜重点发展的城市，明确其发展方向以及人口和用地的规模；第六要提出完善城镇体系所必需的重要基础设施建设目标和布局；第七要提出实施规划的政策和措施。
