| 执政党 ruling party 代表统治阶级掌握或领导国家政权、负责组织政府的政党。资本主义国家的执政党又称在朝党（与在野党对称），通常指负责组织政府（内阁），掌握国家行政权力的政党。如在实行议会内阁制的资本主义国家，执政党是指在议会竞选中获得多数议席 ，从而负责组织内阁的政党或党派联盟，又称多数党。实行总统制的资本主义国家，执政党是指在总统竞选中取得总统职位的政党。实行多党制的资本主义国家，内阁如果由几个政党联合组成，这几个政党就都是执政党。社会主义国家是无产阶级专政（或人民民主专政）的国家，工人阶级对国家政权的领导是通过自己的先锋队即以马克思主义为指导的共产党来实现。因此，社会主义国家的执政党只能是无产阶级的政党。这是由无产阶级政党的性质和社会主义国家的性质决定的，也是社会主义国家历史发展的必然结果 。社会主义国家的执政党是社会主义事业的领导核心，它对社会各个领域实行全面领导。如在中国，中国共产党领导工人阶级和广大人民群众进行了长期的革命斗争，推翻了帝国主义、封建主义和官僚资本主义，取得了革命的胜利，建立了中华人民共和国，成为执政党。中国共产党与各民主党派在新民主主义革命中长期合作，中国共产党成为执政党后继续保持和发展同各民主党派的合作。 |
