t空转】住房制度改革中提高住宅租金，给职工发放“住房券”补贴，发放补贴的单位不能将补贴费用纳人财政体制和企业成本，而是以租金的形式返回原发券单位，实现“一手发出去，一手收回来”的空循环。房改空转只是把暗贴变成了明贴，产权单位没有得到好处，非产权单位也没有增加支出，空转没有实现住房资产的良性循环。空转可以抑制个人对住房的不合理需求，多住房的人所得的住房券比提高的房租少，私人必须拿出现金交足房租，这样，某些人通过手中的权利或者其他不正当手段多占住房的现象就会大大减少。少占住房的人多余的住房券可以兑为现金。空转没有实现住房资金的良性循环，是暂时的，随着财力的增强，必须逐步进人实转。空转减轻财政和企业的负担，初步实现了住房面前人人平等。空转在房改起步、缺乏资金阶段经常应用。
