中国魏晋间政治家、音乐家、目录学家。字公曾,颍川颍阴(今河南许昌)人,汉司空荀爽的曾孙。魏时任中郎、廷尉正,追随司马昭。入晋拜侍中、中书监、光禄大夫,官至尚书令,专掌机事,定律令,为政慎密。他通音乐,掌乐事,修律吕。晋武帝泰始九年 (273)并据乐理考定古尺。
曾以中书监兼领秘书监,与中书令张华依刘向《别录》,整理西晋宫廷藏书。在《魏中经簿》基础上编成晋中经簿》14卷。分群书为甲、乙、丙、丁 4部,略合经、子、史、集之序。咸宁五年 (279)汲郡冢中古文竹书出土后,他负责校理、写定,藏于秘府。
