Based on the analysis of international anti-dam movement and the reasons of China s dam construction, the paper propounds that China don t need to change dam development strategy currently, while some adjustments are necessary to be made on dam and hydropower development policy and decision making mechanism.
本文通过反思国际反坝运动和中国建坝原因,认为中国目前不需要改变水坝发展战略,但是有必要在水坝和水电发展政策和决策机制方面做出调整,包括:改进现有水坝的运行和管理;对包括大坝在内的水工程进行科学选比和流域统筹规划;对流域规划实施环境影响战略评价;将环境影响评价制度全面纳入工程建设管理程序;建立水坝的环境监管体系;改进水库移民政策、保障移民合法权益。

“九斗碗”是客家人传统敬归客佳肴,因其多摆席于农家院坝头,又称“坝坝宴”。
坝坝宴最能体现出成都人的吃相。但要吃出味道，吃出氛围，在形式和内容上肯定都是大有考究的。在形式上，食客要多多益善，吃饭如同打一场歼灭战，声势要大大的，兵员要旺旺的，动作要猛猛的。在内容上，“九大碗”是起码的。之所以叫“九大碗”，是因“九”字含吉祥之意，民间有“九九长寿”、“九子登科”、“天长地久（九）”等说法。
