中国古代的水利工程技术工作者。先秦时期，根据《考工记》记载，司空所辖的"匠人"，职责相当于现代的土木建筑工程师，负责都邑建设的规划、设计、施工，也是修建排灌沟渠等水利工程的主要负责人；《周礼·地官》有"稻人，掌稼下地"的记载，"稻人"专门从事低洼多水地区的引、蓄、配、灌、排水及防洪等一系列水利工程的修建和管理;《管子·度地》记载,先秦已经有专设水官，任命"习水者"为吏佐，称为"都匠水工"，负责河道堤防的巡查、修治。这类人员在秦汉以后通称为水工。
在春秋战国时，水利工程技术人员已建成一些技术复杂的大型工程。秦王政元年（公元前246）任用韩国的水工郑国，在关中主持兴建郑国渠（见郑白渠）。各诸侯国大致都有这类技术人才。汉代也有，如主持开凿关中漕渠，进行勘测的水工齐人徐伯。后代水工成为对水利工作人员的普通称呼，而无专门职称。宋元时期都水监所属低级官吏中有壕寨官，一般是水利工程技术人员担任。
