fadion gongeheng zoojlo发电工程造价(power projeet constructioncost)指发电工程从前期工作开始，到投产发电的全部工程费用。它因内容不同可分为发电工程静态投资、发电工程动态投资。 发电工程静态投资由建筑工程费、设备购!费、安装工程费、其他费用、基本预备费和材料价差组成，其反映的是某一价格水平年的静态造价水平。1998年价格水平中国内发电工程单位造价水平为:2x300MW国产引进型机组新建4422元/kW，扩建3759元/kw，4台机组时4090元/kw;2X600MW国产引进型嫌煤机组新建3675元/kW，扩建3381元/kw，4台机组时3528元/kw;2 x 300 MW等级进口嫩煤机组新建5010元/kw，扩建4460元/kw，4台机组时4735元/kW;2x600MW等级进口燃煤机组新建4640元/kw，扩建4450元/kW，4台机组时4545元/kW。 发电工程动态投资由发电工程静态投资、价差预备费和建设期贷款利息组成，其中价差预备费是指工程从编制年至竣工年期间建筑工程费、设备购置费、安装工程费、其他费用上涨而预备的费用;建设期贷款利息是指工程项目的各类融资在建设期发生的利息。按电力工程单机竣工结算办法，第一台机组及公用系统所发生利息计算到第一台机组投产前一季度，第二台机组投资所发生的利息计算到第二台机组投产，以下类推。1”8年审批的发电工程初步设计概算动态投资情况如下:2台30万新建国产机组为4997元/kW，2台60万扩建国产机组为4481元/kW，2台35万新建进口机组为5588元/kW，2台“万新建进口机组为6388元/kW。由于价差预备费、建设期贷款利息与国民经济发展情况、物价上涨情况、利息变化情况有关，而这些因素往往具有不可预见性，因此从1995年起对工程概算执行“静态控制，动态管理”的政策，即控制静态投资在批准的额度以内，动态投资则可根据实际情况进行调整。
