发包人要求承包人按期按质完工并交付工程的权利:根据我国《合同法》第281条的规定因施工人的原因致使建设工程质量不符合约定的标准,发包人有权要求施工工人在合理期限内无偿修理或者返工、改建。经过修理或者返工、改建后,造成预期交付的,施工人应承担违约责任。解释如下:承包人应当按照合同的约定期限完成工程建设,因可归责于承包人的原因显然不能按期完工会严重影响发包人使用,致使合同目的不能实现的,发包人应有权解除合同。但发包人解除合同时应当接受承包人的部分建设工程并支付相应的部分的价款或报酬。《合同法》第281条
