生态恢复是综合性和区域性很强的复杂系统工程,部门生态工程在理念、战略、制度和政策上都存在不足,难以应对该复杂系统;沙漠内外情况差异很大,需要区别对待,沙漠内部表现相对稳定,而外围的生态退化应是治理的重点;干旱荒漠区地广人稀,易于实施生态移民,促使退化环境的自我修复;建议研究和建立“阿拉善国家生态特区”,赋予特殊国家政策,为我国西部特别是干旱区探索生态与经济协调发展的新模式,有助于实现我国从部门工程性生态战略向区域性综合生态战略的转变。
