For the problem of map management,the application system of GIS technology on the ArcGIS platform is discussed based on the construction of database by using AO development application program.

The paper puts forward the concept of Geographical scheme, and deals in detail with examples.

After comparing and studing many methods used in finger prints and maps processing ,this paper presents some new methods as follows: Ⅰ The orientation average filter to remove noise, Ⅱ Neural network for image binary, Ⅲ The extraction of finger prints characters, Ⅳ The extraction of the map elements, Ⅴ The cubic spline interpolation multilayer superposition to restore the grey level maps.

In order to provide geographical base map for 1∶50 000 Geological Survey in Tibet,considering the factual circumstance of lacking large-scale topographic map in Demingding district in Tibet,the author discusses a new mapping technlogical method that magnifies 1∶100 000 scale topographic map to 1∶50 000 scale.
