【欧共体国家的监管制度】欧共体国家通过各种方法达到银行监督的目的，欧共体各国监管制度仍具有较多的共同特征。一方面是由于欧共体各国金融业发展背景的相似和金融法规形式的相象，一方面也由于欧共体各国的金融制度在一体化进程中有趋同倾向。 各国银行法为银行业务概括地规定了法律概念;为从事银行业务的机构规定了具体的义务，并以法律形式规定相应的管理机构。这些管理机构应具有以下各种职能: 发执照，防止资金不足、根基不牢的金融机构进人市场。 进行管理，管制银行从事的业务种类并限制银行参与一般认为风险较大的活动。 行使控制的权利，对定期上报的财务报表进行审慎分析。 实行制裁的权力，使当局有权吊销执照，迫使银行修改政策或与其他银行合并。 在行使这些权力过程中，欧共体各国制订了各自不同的章程与做法，以适应各国不同的金融与法律制度特点以及银行界的具体做法。但就健全地发挥银行的职能与有关偿债能力，流动资金以及盈利能力等技术性问题而言，基本原则是相似的。 有些方面，各欧共体国家的监督制度的差别具有根本性，最重要的差别是对监督当局本身的选择。有些国家将监管责任给予政府部门，有些则设专门管理机构，另一些国家由中央银行担负这一责任。少数国家中，监督的责任在法律上赋予一个特定管理机构，而实际上监督职能由中央银行行使。
