This paper provides some points of views relating to several special cases encountered in IAPP inspection conducted by the Maritime Authority under Annex VI of MARPOL 73/78 Convention, including difficulty in issuing IAPP Certificate by the non-contracting parties to the Convention or due to force majeure, exception of IAPP by the Flag State and ships under reservation by a contracting party.
