本文针对现有资源分配问题中因素的复杂性和目前研究中存在的不足，从递阶优化的角度，运用两层决策理论和方法，就两层结构的、下级之间有关联的、多个优化目标的资源优化进行了研究，建立了几类资源分配问题两层决策模型，对该问题进行了细分，并针对具体的模型提出了基于复合形法的全局优化方法、基于遗传算法的分枝一定界法和基于保持可行解的混合遗传算法，并对其进行了生产领域和工程领域的应用研究。
