·第四官员由竞赛规程指派，同时在其他三名比赛裁判中的任何一名不能担任执法工作时上场替补。
·比赛开始前，组委会一定要明确在裁判员不能继续担任临场工作的情况下，应由第四官员担任比赛的裁判员，还是由第一助理裁判员担任裁判员，而第四官员担任助理裁判员。
·根据裁判员的要求，负责赛前、赛中和赛后的赛场管理。
·负责比赛中的换人。
·负责比赛换球。如果比赛中需要更换比赛球，则必须征得裁判员的同意后，方可使用备用球 。
·负责检查替补队员入场前的装备，如发现上场的替补队员装备不符合竞赛规则的要求，应告知裁判员。
·第四官员应在整场比赛中协助裁判员进行工作。他必须向裁判员指正被误给警告的队员或已经被警告了第二次的队员而并未将其罚令出场，以及发生在裁判员和助理裁判员视野以外的暴力行为。不过，裁判员持有对比赛相关事实作出决定的权力。
·比赛结束后，第四官员应向有关负责机构提交有关裁判员和助理裁判员没有看到的任何不正当行为，或其他事故报告。第四官员必须对裁判员和助理裁判员的报告提出建议。
·他有权将技术区域内任何人的不负责任的行为通知裁判员。
·第四官员应在整场比赛中全力协助裁判员进行工作。
