指在一个联动周期内（不少于1年），当热力企业煤炭到厂价格变化超过10%时，在要求热源生产企业消化10%－30%的煤价变动因素基础上，相应调整热力出厂价格，并按照热力管网输送价格保持相对稳定的原则，相应调整热力销售价格。其中，上调居民采暖用热价格应依法召开听证会，并对低收入居民取暖采取适当的保障措施。
