Some peculiar technical issues such as the flood control,type of the open channel,the type of cofferdam,foundation trench excavation,outlet improvement and so on were met during the constructoin process,In this paper,the analysis and the solution to the technical issues were presented and explored.
在建设过程中遇到了一些特殊的技术问题,如;防洪度汛、明渠型式、围堰型式、基坑开挖及口门治理等问题,有关问题经过科学的探索、分析后,采用了一些新的技术方案加以处理。

| 防汛 flood fighting 汛期防止洪水为害，保障防护区安全的工作。汛前准备包括：培训防汛人员；检查防洪工程设施，消除隐患；制定度汛方案；备足防汛物料；建立健全洪水预报警报系统。汛期工作包括：及时了解气象水文状况，预报水情，必要时下达警报；巡查和守护防洪工程，运用防洪系统各项措施，依据水情和工程状况以及防汛调度计划，控制调度洪水，遇有险情立即抢护；当发生超标准洪水时，请示上级同意后采取紧急措施（如分洪、撤离分洪区居民等）以减小损失。汛后对防洪工程及防汛工作进行检查，总结经验教训；对抢险工程要加固；若采用分洪等紧急措施，则应作好善后工作。中国在西汉时已设治河机构管理治河和防汛。中华人民共和国建立后，从中央到地方均设有防汛指挥部，统一指挥防汛工作。其方针是：“安全第一，预防为主，防重于抢，有备无患。” |
