该武器是一种名为“强电流电子加速器”的装置，它能激发出激光、ｘ射线、宽带天线电波和高功率微波，可使敌方汽车发动机停转，摧毁炸弹中的电子装备和点火电路，还能破坏其周围任何种类的计算机系统，不管是装在战斗机上的计算机，还是网络中心、银行、发电厂、军事指挥中心的计算机，其能量脉冲都可以使机内细小的电路开关“熔断”，使系统陷于瘫痪，造成不可估量的损失。其有效破坏范围约50至数百米，而且完全无声。值得注意的是，该武器重量轻，约8公斤；体积小，可以放在公文包内。据悉，这种武器至今尚未投入使用，但已有几个国家制定了发展该武器的计划。
