The establishment of offshore oil platform will change the hydrodynamic conditions around the platform, among them, the scouring phenomena in the neighborhood of the platform foundation and its connected pipelines and cables will constitute a threat to the safety of platform and submarine pipeline and cable.

This paper studies the key technologies for the framework of basic platform of public information on water resources protection in the Yellow River Basin, which will be constructed by the Yellow River Conservancy Commission.
