机场建设费是筹集机场建设经费而设立的，国外这一费用叫“airporttax”。机场的修建在早期有民航系统和地方两种渠道有关，为了保证地方的投资回报，这一制度就一直保留下来，其实不是不可以修正，只是便于结算和既得利益两个因素，阻碍了这一制度的修正。
原来买机票的时候要另外买一张机场建设费，现在将不在各机场出售机场建设费，直接并入机票。
中国民航总局官员今日对记者说，为方便广大旅客乘机，提高机场运营效率，财政部、中国民航总局已发出通知，从八月一日起，旅客购买九月一日(含九月一日)以后从中国境内机场起飞的国内、国际和港澳地区航班机票时，一并随机票缴纳机场管理建设费。机场管理建设费在机票价外单列项目反映，其征收范围和标准仍按现行有关规定执行。
