Based on Romer′s growth drag conceptual model, the growth drag of water resources to agriculture in China was calculated by using the panel data of agricultural production in various provinces during 1997?2006.

Analyzed by economy endogenous model,the growth drag of resource constraint can be made weaker by three institutional arrangements which are rationally allocate natural resources,boosting renewable resources to replace nonrenewable resources,keeping sane population growth rate.

On the basis of the double factor test for the filter rate v and the particle diameter of filter medium d , this paper analyzes the relation between the drag growth coefficient K and the filter rate v and the particle diameter of filter medium d during the direct filtration, and establishes the mathematics model.

According to the assumption of Romer(2001),no country can avoid the "growth drag" effect caused by the limitation of water and land resource,so it is strategic significance to measure the "growth drag" which accords with the characteristic of Chinese water and land resource for the establishment of macro-economics object.

To keep the analysis manageable, the former researches started with the case of Cobb-Douglas production, in which the elasticity of substitution was 1, but the assumption was not true in the real economy world, so we choose the three factor-two level CES production function as the basic model to study the growth drag of land resources.

The prediction of transferred resistance has influence on the selection of the tugboat;moreover,the added resistance in wind and wave has influence on the power and speed.
