[产权管理1房管机关对不同所有制的房屋和土地的性质、类别进行审查、分类和确认，以及为此目的而进行的管理。产权管理工作的主要内容是:(l)查清房屋产权来源，对各类房屋所有权进行登记、核发，严格审查和依法确认产权归属;(2)办理产权转移变更登记，掌握房屋所有权占有、变化情况，并审核其房产的购买、转让、调拨、交换、出售等行为是否符合政策规定，发现问题及时给予解决;(3)审查通过者，核发房屋所有权证，给产权所有人以法律承认，保护所有权人的合法权利;(4)贯彻执行国家有关房屋、土地产权方面的方针、政策，以及制定出有关政策、法令和规定;(5)结合产籍管理进行资料整理，提供城镇和农村改造、建设规划需要的房地产权统计资料。产权管理范围是我国境内的全部房屋，公产(中央单位、市属单位、部队、企事业单位等占有的房屋)虽然在国家授权范围内对各自管理的房产行所有权或管理权，但根据国家政策和行政法规也必须接受房产管理部门的产权管理。国家还规定:城市房管机关是各城市人民政府主管房地产行政管理工作的政权机构。因此，能否建立健全产权管理机构，关系到产权管理工作能否落实。产权管理的目的和意义在于:(l)维护《宪法》尊严，保证《宪法》实施，通过产权管理，使《宪法》关于保护国家、集体和私人房屋所有者合法权利的原则得以实现;(2)为建设和管理好城市，制定有关政策和计划提供可靠的依据;(3)为加强房管机关的自身建设，有效行使行政管理职能奠定基础。
