Though analyzing the present situation of residential heating in winter in north of China, this paper puts forward some measures to solve disadvantages of residential heating on aspects of energy saving, environmental protectior and sustainable development so as to realize cleaner production of residential heating.

According to the needs of the higher learning institution social service s reform and the present situation of the residential existing heating system in most higher learning institutions, comparing severing transforming schemes of the household-based metering, this paper presents a scheme of small construction which can save energy and can be proper to users and managers.
