1、简介 中国教育和科研计算机网cernet是由国家投资建设，教育部负责管理，清华大学等高等学校承担建设和管理运行的全国性学术计算机互联网络。它主要面向教育和科研单位，是全国最大的公益性互联网络。 cernet分四级管理，分别是全国网络中心；地区网络中心和地区主结点；省教育科研网；校园网。cernet全国网络中心设在清华大学，负责全国主干网的运行管理。地区网络中心和地区主结点分别设在清华大学、北京大学、北京邮电大学、上海交通大学、西安交通大学、华中科技大学、华南理工大学、电子科技大学、东南大学、东北大学等10所高校，负责地区网的运行管理和规划建设。 cernet省级结点设在36个城市的38所大学，分布于全国除台湾省外的所有省、市、自治区。 cernet已经有28条国际和地区性信道，与美国、加拿大、英国、德国、日本和香港特区联网，总带宽达到250mbps。与cernet联网的大学、中小学等教育和科研单位达1000多家（其中高等学校800所以上），联网主机120万台，个人用户达到1000多万人。 cernet目前已基本具备了连接全国大多数高等学校的联网能力，并完成了cernet八大地区主干网的升级扩容、建成了一个大型的中国教育信息搜索系统。 cernet建成了总容量达800gb的全世界主要大学和著名国际学术组织的10个信息资源镜像系统和12个重点学科的信息资源镜像系统，以及一批国内知名的学术网站。 cernet建成了系统容量为150万页的中英文全文检索系统和涵盖100万个文件的文件检索系统。 cernet是我国开展现代远程教育的重要平台。为了适应国家《面向21世纪教育振兴行动计划》中远程教育工程的要求，1999年，cernet开始建设自己的高速主干网。利用国家现有光纤资源，在国家和地方共同投入下，到2002年底，cernet已经建成20000公里的dwdm/sdh高速传输网，覆盖我国近200个城市，主干总容量可达40gbps；在此基础上，cernet高速主干网已经升级到2.5gpbs，155m的cernet中高速地区网已经连接到我国35个重点城市；全国已经有1000多所高校接入cernet，其中有100多所高校的校园网以100~1000mbps速率接入cernet。 cernet是我国互联网研究的排头兵，具有雄厚的技术实力。cernet完全是由我国技术人员独立自主设计、建设和管理的计算机互联网络。在网络建设的同时，cernet还注重加强网络安全工作，1999年cernet建成国内第一个网络紧急响应中心ccert，并提供服务。迄今为止ccert小组已经先后处理了2000多网络安全事件的报告，有效的保证了cernet正常的网络运行秩序，促进了cernet网络管理水平的进一步提高。 cernet还是中国开展下一代互联网研究的试验网络，它以现有的网络设施和技术力量为依托，建立了全国规模的ipv6试验床。1998年cernet正式参加下一代ip协议（ipv6）试验网6bone，同年11月成为其骨干网成员。cernet在全国第一个实现了与国际下一代高速网internet 2的互联，目前国内仅有cernet的用户可以顺利地直接访问internet2。 cernet也是我国信息网络人才重要的培养基地。仅在"九五"国家重点科技公关项目"计算机信息网络及其应用关键技术研究"建设期间，cernet研究人员与其他合作单位在国内外发表相关学术论文数百篇，培养了一批专业技术人才。 cernet还支持和保障了一批国家重要的网络应用项目。例如，全国网上招生录取系统在2000年普通高等学校招生和录取工作中发挥了相当好的作用。 cernet的建设，加强了我国信息基础建设，缩小了与国外先进国家在信息领域的差距，也为我国计算机信息网络建设，起到了积极的示范作用。 2、建设背景 二十世纪八十年代以来，世界上几乎所有发达国家都已相继建成了国家级的教育和科研计算机网络，并相互连成覆盖全球的国际性学术计算机网络internet。
