ihe 国际水利环境工程学院(international institute for infrastructural)

ihe，国际水利环境工程学院，全名为international institute for infrastructural ,hydraulic and environmental engineering。该学院建於西元1957年，主要是提供开发中国家工程人员之国际硕士教育，并致力贡献国际科学知识与尖端科技之交换。

由於ihe 近40年来的努力发展，今日已成为荷兰一个最重要的国际教 育学校，并享有世界闻名的信誉；其在水利、环境工程硕士教育的成就，更是远近驰名。ihe 位於荷兰之台夫特(delft) ，在海牙与鹿特丹中间的古老城镇，几乎是个大学城，风光旖旎，拥有许多文明古迹，并以蓝陶器盛名远播。

二、ihe之主要科系与课程

（一）一般的diploma学位、硕士学位（msc program)、博士学位（phd program）

外国学生俱有学士（bsc ）学位者，可申请下述之科系为期11个月的 diploma 学程，在经过11个月後，若取得念msc 资格(qualified, 平均7.5分以上)，可继续为期６个月论文学程，完成硕士(msc)学位。另外，拥有ihe 硕士学位或类似硕士资格(msc degree)者亦可申请学程约4 年的博士学位。请参考下项:

上述科系之diploma:11个月，分3个term，每个term约三个半月。每年10月开课。

msc: 17-19个月，每年9月或10月开课。

（二）短期班(short courses)

ihe 每年都有举办短期特别训练班，为期由一周至二个月不等。提供特定学科，如港埠管理(port management) 、廉成本给水(low-cost water supply)、卫生设施(sanitation)、厌气废水处理(anaerobic waste water treatment)、应用生态学(applied ecology)、灌溉管理(irrigation management)、海岸线管理(costal zone management)、地下水模型 (groundwater modelling)、都市下水道(urban drainage)、水力模型 (hydraulic modelling)、水质模型 (water quality modelling)。

（三）精修班(tailor-made courses)

ihe 为因应国际组织之需要，提供tailor-made courses 课程，可在ihe 本校或国外相关学校上课，课程依特别设计以符合训练目标，通常，此课程由国际上双方、多方互助组织提供。

（四）顾问与谘询(consultancy)

ihe 近40年的努力与成就，国际上享有盛名，因此ihe 提供其知识、经验、以及新的成功计划，尤其是建立、强化区域性的研究教育和训练体制等。提供内容包括 (1) project management (2) curriculum development (3) training of teaching staff (4) advisory service of organization (5) 其他:如员工训练、设备、软硬体设施、特定科学领域的研究......等。

三、其他

ihe 以英语上课，diploma 学位11个月学费约14,000荷盾(包括所有书籍、保险、实习等学杂费)，msc学位17个月(11月加6月) 共约22,000荷盾。学校有提供住宿，单人套房约780 荷盾。针对开发中与较落後国家奖学金补助，但台湾学生一般都申请不到类似的奖学金，必须自费或有其他赞助者（如公司行号、公费等）。另外，有关ihe 之设施、电脑室、图书馆、交通、保险或入学申请等，在此不介绍，请与ihe 学生事务中心(student affair office)联络。

荷兰全境1/4 低於海平面下，处处可见低地(netherland)地形，这也就是荷兰 (the netherlands)国名的由来。由於荷兰人祖先长期与海搏斗，填海辟地，因此其在水利、水工、河海工程方面的技术成就，世界闻名。发明显微镜的鼻祖van leeuwenhoek 就居住在delft 。荷兰人更发展用细菌、微生物来处理废水，如发明：上流或厌气污泥床(uasb)、颗粒化污泥膨胀床(egsb)、上流式水解污泥床(husb)。另外，世界第一座氧化沟法(oxidation ditch) 废水处理厂就在 delft 的 tno 。
