建国四十年来，我国的城市建设取得了很大的成绩，城市有了很大的发展。
1．经济和社会的蓬勃发展，推动了我国社会主义城市化的进程，城市在整个经济和社会发展中占有十分重要的地位，发挥着愈来愈大的作用。
我国的城市包括设市城市和建制镇。解放初期，我国城市人口只有5765万，占全国总人口的lO．6％。
1988年末，城市人口增至20081万，占全国总人口的18．48％。设市城市，解放初期只有136个，其中百万人口以上的城市5个(北京、上海、天津、沈阳、广州)；1988年末已达434个，其中百万人口以上的城市28个(北京、上海、天津、沈阳、广州、武汉、哈尔滨、长春、大连、鞍山、抚顺、济南、青岛、南京、成都、重庆、西安、兰州、杭州、长沙、南昌、石家庄、唐山、昆明、齐齐哈尔、郑州、太原、乌鲁木齐)。建制镇的发展，经过较为曲折的历程。1953年共有建制镇54抛个。1956年根据国务院的有关决定，调整为3672个。经过文化大革命十年动乱，建制镇日趋萧条，至1978年只有2000余个。党的十一届三中全会后，农村改革不断深入，产业结构逐步调整，乡镇企业迅速兴起，农业生产全面发展。在中央有关积极发展小城市方针的指导下，我国的建制镇发展很快，至1988年已达11481个。小城市的蓬勃发展，对促进广大农村剩余劳力的合理转化，促进城乡经济发展和提高人民的生活水平，发挥了重要作用。
我国的城市创造和集聚着巨大的物质财富和精神财富。城市的工业总产值占全国工业总产值的90％以上，国民生产总值占全国的60％以上，绝大部分科研机构和高等院校都集中在城市。城市是国家或一定地区的政治、经济、文化、流通和国内外交往的中心，城市巨大的辐射和吸引力，带动着整个国民经济和社会发展，在社会主义现代化建设中起着主导作用。
