英国邮政局于1977年 4月运行的一个实验性分组交换公用数据网，提供虚拟线路服务。它在3个节点(伦敦、曼彻斯特和格拉斯哥)各设一台分组转接交换机,节点之间采用 4.8万波特数字线路相连。分组转接交换机可连接两类用户终端：①用同步线路连接的分组终端，速度2400～4800波特，能构造、传输、接收标准格式的报文分组。②用异步线路连接的字符终端，只能按字符形式收发数据。速度50～300 波特。EPSS网因未按国际标准协议设计，1980年被按国际标准设计的分组交换服务网(PSS网)所代替。PSS网最初在9 个城市设有分组转接交换机，可接160台分组终端和800台字符终端。1981年扩大到12个城市，可接1600台分组终端和1400台字符终端。网络中心设在伦敦，由Prime350小型计算机管理。分组转接交换机之间用4.8万波特传输线路按CCITTX.25接口方式连接。具有自动诊断功能，能自动向网络管理中心发出故障警报，接受远程遥测、维护，无需人操作。分组终端和字符终端均可入网。
