| 计划生育 family planning 依据人口与社会经济发展的客观要求，在全社会范围内有计划地进行人类自身生产，以消除人口增殖无政府状态的政策和相应的工作。中国计划生育的指导原则是国家指导与群众自愿相结合。主旨是控制人口数量，提高人口质量，改善人口结构。具体内容是：实行晚婚、晚育，少生 、优生，提倡一对夫妇只生一个孩子，严格控制二胎，坚决杜绝多胎，同时对不同地区或不同民族进行分类指导。如在西藏自治区就不推行计划生育政策 。计划生育是中国的一项基本国策，在1955年就已开始进行。1958年后，马寅初的人口理论被当作资产阶级的伪理论受到批判 ，中国人口随之恶性膨胀，严重制约了国民经济的增长和人民生活水平的提高。人口自发增殖的负面影响在60年代末已日益明显。为此，国务院于1973年开始将人口指标纳入国家计划。1982年《中华人民共和国宪法》也对计划生育工作做了规定，确认夫妻双方都有实行计划生育的义务并制定了在20世纪末把人口控制在12亿以内的目标。在计划生育工作中，国家对晚婚、晚育者以及独生子女采取奖励和优抚措施，并在与计划生育工作相关的人员、机构、技术、器械、资金方面进行了大量的投入，逐步形成了一套覆盖中国城乡的完备的计划生育工作组织网络。中国的计划生育工作取得了举世瞩目的成效。 |
