信息素质一词，最早是在1974年，由美国信息工业协会的会长paul zurkowski首次提出的。当时他对信息素质下的定义是：利用大量的信息工具及主要信息源使问题得到解答的技术和技能。发展到今天，对它最广泛性的解释为作为具有信息素质的人，必须具有一种能够充分认识到何时需要信息，并有能力有效的发现，检索，评价和利用所需要的信息，解决当前存在的问题的能力。
